Plainly: Ooma Office does not offer a direct "forward unanswered calls to an outside number" option. Its forwarding to outside numbers is either for every call or only when your devices are offline. You can still get missed calls to your TextbackFast number with a second extension.

What does "Enabled when devices offline" do?
It forwards calls only when your Ooma devices are offline, like an internet outage. It does not cover calls you miss.
